OverviewSummary updated

Strategic Oil and Gas Ltd. and Strategic Transmission Ltd. have been in receivership since January 28, 2020, when the Court of King's Bench of Alberta appointed Alvarez & Marsal Canada Inc as Receiver and Manager on the application of GMT Capital Corp., under section 243 of the Bankruptcy and Insolvency Act and section 13(2) of Alberta's Judicature Act, in file 2001-01210. That appointment covers the companies' Northwest Territories property; the Alberta assets are held under a separate Alberta receiver, KPMG Inc. On estimated book values as at January 28, 2020, the NWT property carried assets of $114,899 — accounts receivable of $71,880 and oil inventory of $43,019, with oil and gas properties unknown — against liabilities of $18,609,441, being $15,250,000 secured and $3,359,441 unsecured, excluding undetermined NWT regulatory liabilities. The receivership is active.

Case update

Strategic Oil and Gas: the regulator wants a ruling before the receiver goes

The Northwest Territories' oil and gas regulator asks for a ruling, before Alvarez & Marsal is discharged as receiver of Cameron Hills, on whether the territorial government is required and eligible to hold a licence and an authorization there. It has also extended the operations authorization for the field, due to lapse November 30, to November 30, 2027.

Filing brief

Strategic Oil and Gas: who holds the licence at Cameron Hills after the receiver

The Northwest Territories government has funded the Cameron Hills receivership since 2020, $24,849,248 after a forecast refund by the receiver's accounts, while 44 wells were abandoned. The territory's oil and gas regulator now opposes the receiver's discharge unless the government first obtains a licence and an authorization; the government says it is not eligible for the licence.

Fifth Report of the Receiver (July 31, 2026)
