Premier Health of America Inc. (TSXV:PHA) and related entities comprising the PHA Group commenced CCAA proceedings in Quebec on June 23, 2026. Unaudited interim figures as at December 31, 2025 put the Debtors' consolidated assets at $42,632,000 against liabilities of approximately $56,431,000, compared with audited assets of $47,219,000 and liabilities of $58,492,000 as at September 30, 2025. Secured indebtedness stood at an aggregate $45,300,000, owed to Royal Bank of Canada under a second amended and restated credit agreement dated November 7, 2023 and to BDC Capital Inc. and Desjardins Capital Private Debt L.P. under senior, mezzanine and payment-in-kind tranches of an aggregate original principal amount of $15M. RBC's indebtedness totalled $28,162,808.26 as at June 22, 2026. The proceeding is recorded as closed.
Precedent note
A secured creditor that wants a court-supervised sale has two doors: appoint a receiver, or put its own borrower into CCAA. Four 2026 proceedings show lenders choosing the second — and taking radically different positions on how much priority to ask for once inside.

Premier Health: the part Québec did not close
Bill 10 capped the rates. Then the Autorité des marchés publics struck four of Premier Health of America's subsidiaries off the public-contract register for five years, citing integrity breaches, and the company's Québec business was over by December. What survived was the federal work — nurses staffed into Indigenous and remote communities — and on July 3 the Superior Court signed it over to Bayshore's parent by reverse vesting order, eleven days after the company's own bank put it into the CCAA.
