Quinsam Coal Corporation has been under the receivership and management of Bowra Group Inc. since September 20, 2019, when the Supreme Court of British Columbia appointed the firm on the application of Her Majesty the Queen in right of the Province of British Columbia under s. 243(1) of the BIA and s. 39 of the Law and Equity Act (file S1910538). A Statement of Affairs as at July 22, 2019 recorded assets of $13,081,548 at book value against liabilities of $24,160,226 — $8,842,702 secured and $15,317,524 unsecured — with estimated recovery value of $9,391,343. Claims filed to date total $10,619,386. Priority is dominated by the B.C. Ministry of Energy and Mines and Petroleum Resources, which holds a deposit of approximately $7.3 million as reclamation security ranking first over real property under s. 14.06(7); reclamation liabilities are estimated as high as $11.9 million. The proceeding remains active.
The officer filed report no. Supplemental Report to Receiver's First Report to Court. The Receiver continues to perform care and maintenance at the mine and relies on specialized equipment that is subject to a priority dispute between the Province and Enceco; a settlement resolving that dispute is now proposed for court approval.
