The purpose of this twelfth report of the Monitor (the “Twelfth Report”) is to provide information to this Court with respect to the motion of The Heart and Stroke Foundation of Canada (the “HSF”) for leave to bring a motion, for among other things: i)appointing Tyr LLP as representative counsel for “Future Tobacco Harm Stakeholders” who, after the granting of the Initial Orders in these proceedings, “will purchase or use tobacco products, or will be exposed to their use”; and ii)granting the proposed representative counsel “rights of participation” in the on-going Court-ordered Mediation
